How To Transition from Septic Tank to Cistern? Good Question

Q: My county is transitioning from septic systems to county sewer, and before I have the current "crush and fill" done to mine, I have discovered that my county has made provisions for turning septic tanks into cisterns! Unfortunately, the (large) plumbing company, as well as my county, has no idea how to go about this.

Just wondering if and how other parts of the country have handled this "green" idea.
Were grants provided?
How are the cisterns working, etc.?
